I mainly embroider polo logos. How do I choose between different hoop sizes?

When using this magnetic frame, should the stabilizer be placed inside the hoop or floated outside?
For most garments, place the stabilizer inside between the hoop layers to secure fabric and prevent shifting during stitching. My needle hit the edge of the frame. Why did this happen and how can I avoid it?
